The Constitutional Court, in spite of this, revealed a number of shortcomings in the organizational framework for compulsory insurance of the occupational pension envisaged by the Law of the Republic of Tajikistan "On Compulsory Pensions Insurance", which should have been eliminated from the moment the law was enacted before January 1, 2017.

Taking into account the above circumstances, the Constitutional Court considered it necessary that the Government of the Republic of Tajikistan and the Social Insurance Agency and pensions take urgent measures to eliminate the problems associated with the implementation of compulsory pension insurance and the mechanism for implementing the Law of the Republic of Tajikistan "On Mandatory Professional Pension Insurance".

The Constitutional Court also ordered the Social Insurance Agency and pensions under the Government of the Republic of Tajikistan to align the first paragraph, its instructions "On the full transition to a new system of pension provision for citizens and the procedure for allocating pensions from January 1, 2017" to the requirements of the Law of the Republic of Tajikistan "On Regulatory Legal Acts ", as well as in conjunction with the State Unitary Enterprise" Rohi ohani Tojikiston "in order to ensure the constitutional guarantees of citizens Khuramova Z.N, Khasanova J.K and others of the employees of the sphere to a professional pension, take appropriate measures.

The Constitutional Court in relation to eight appeals of subjects of law on determining the compliance of certain regulatory legal acts with the Constitution of the Republic of Tajikistan and other issues of the legal practice of the activities of state bodies, having adopted the relevant definition, simultaneously obliged responsible persons to eliminate the identified shortcomings.

In the current year 86 laws and regulations of local public administration of GBAO, Sughd and Khatlon oblasts, the city of Dushanbe, cities and districts of the republican subordination were reviewed to determine their compliance with the Constitution and the requirements of the current legislative acts, as a result of which the attention of the responsible persons was Involved in the elimination of identified shortcomings. The shortcomings existing in normative legal acts are eliminated and the quality of development and adoption of regulatory and legal acts is thereby enhanced. In 2017, the Constitutional Court received 244 written and oral appeals from citizens. Appeals of citizens were considered in time and in the manner prescribed by law, and their authors were notified of the results of their appeals.

With the exception of applications from individuals and legal entities, the Constitutional Court also received 1887 different documents, including 930 regulatory legal acts; 306 letters from various state and public bodies; 651 letter by e-mail, including 90 letters from the bodies of constitutional supervision of foreign states.

The execution of acts and documents of an executive nature was secured on time, and according to their results, the relevant letters were sent to the addressees.

The Constitutional Court also sent 676 letters on various issues (511 letters, 165 letters and relevant documents via e-mail) to other central, local and similar security of constitutional control of foreign countries.

International cooperation of the Constitutional Court is gaining new momentum every year.

Judges and responsible officials of the Constitutional Court Office visited the Russian Federation, Indonesia, Lithuania, Kazakhstan, Korea, Turkey, Italy and Uzbekistan to participate in various events organized by the constitutional oversight bodies and addressed the meetings of the World Congress of Constitutional Control Authorities and Conferences of security of constitutional control and other equivalent institutions of Asian states with scientific and practical reports on the development of constitutionalism in Tajikistan, on the role of the Constitution and the body of constitutional control in protecting the rights and interests of individuals and citizens, the development of the political and legal system of the country, as well as other topics.
