INTERNAL ROUND TABLE ON “THE 35TH ANNIVERSARY OF STATE INDEPENDENCE — A FOUNDATION FOR THE DEVELOPMENT OF STATEHOOD”

On July 24, 2026, the Constitutional Court of the Republic of Tajikistan held an internal round table entitled “The 35th Anniversary of State Independence — A Foundation for the Development of Statehood.”

The round table was opened by the Chairman of the Constitutional Court, A. A. Ashurzoda. In the opening address, the Chairman shared his views on the role of State Independence in the establishment and consolidation of national statehood, the development of various spheres of public life, and the improvement of the legislative system of the Republic of Tajikistan.

The Deputy Chairman of the Constitutional Court delivered a presentation entitled “Independence Day — A Source of National Pride.” The presentation emphasized that State Independence is one of the greatest historical achievements of the Tajik people and has provided a solid foundation for the revival of national statehood, the strengthening of unity and stability in society, the development of national identity and self-awareness, and the sustainable advancement of the country.

As the round table continued, judges and members of the Constitutional Court Staff delivered presentations on various aspects of State Independence and the country’s achievements during the period of independence.

Judge of the Constitutional Court M. M. Sohibzoda delivered a presentation entitled “Development of Legislation on Library Activities in the Republic of Tajikistan.” It was noted that library activities in the Republic of Tajikistan are regulated by the relevant normative legal acts and that the legislation governing this field defines the legal, organizational, and economic foundations of library operations. Particular attention was paid to the rights and obligations of responsible officials, procedures for the accession, registration, preservation, storage, and use of library collections, as well as oversight of library activities.

This was followed by a presentation by Judge of the Constitutional Court J. Sh. Qodirzoda entitled “Achievements of the Republic of Tajikistan during 35 Years of State Independence.” It was emphasized that, during the period of independence, the national legislative system was established and further developed, while the constitutional and legal foundations of modern Tajik statehood were consolidated. During this period, the political, economic, social, cultural, and legal spheres of the country entered a new stage of development. Favorable conditions were also created for safeguarding human and civil rights and freedoms, upholding the rule of law, and ensuring the stability of the system of government.

Boboev, Specialist-Secretary of the Constitutional Court Staff, delivered a presentation entitled “The Role of National Competitions in Promoting a Culture of Reading in Society.” It was noted that, in recent years, important measures have been implemented at the initiative of the Leader of the Nation to raise the educational level of the population, promote respect for historical and cultural values, strengthen national identity and self-awareness, and encourage broad public engagement in reading. National competitions and various scientific and cultural events contribute to the in-depth study of scientific and literary works, the exploration of the spiritual heritage of previous generations, the promotion of an interest in reading, the identification and support of new talent, and the enhancement of society’s overall cultural development.

Toirzoda, Assistant to a Judge of the Constitutional Court, delivered a presentation entitled “The Role of the Works of the Leader of the Nation in the Spiritual Development of Society.” It was noted that the works of the Leader of the Nation play a key role in enhancing society’s political, legal, and historical awareness, strengthening patriotism and national identity, and promoting respect for the values of statehood. These works reflect the glorious history of the Tajik people, the stages in the formation of national statehood, the importance of peace and unity, and the need to safeguard the achievements of State Independence. The state-building activities and governance experience of the Leader of the Nation serve as an example of courage, responsibility, and devoted service to the people and the Motherland for present and future generations.

Overall, the round table addressed the historical and legal significance of State Independence, the achievements of the Republic of Tajikistan during 35 years of independent development, the advancement of national legislation, the promotion of a culture of reading, and the role of the works of the Leader of the Nation in strengthening the spiritual foundations of society.
